NH 415: Saga of apathy continues

ITANAGAR, Jun 22: Due to recent rainfalls, many stretches on the NH 415(Itanagar-Banderdewa road) resembles that of a quarry. The already neglected road, in absence of drainage system has further deteriorated as rain continues to lash the region. At multiple places potholes as big as that of the size of small fish ponds have developed.
Unfortunately, the repairing cum re-carpeting of NH 415 carried out in the month of February-March seems to have been an eye wash.
Even the recently repaired road could not withstand the initial monsoon rain, which has put serious question mark over the quality of work. Making matter worse, PWD Highway is yet to finish culvert works at BB Plaza, Him Motors (Papu Nallah) and near Niba hospital.
“Driving from Banderdewa to Itanagar is a horrible experience. For office goers who depends on public transport like Tempo, it’s a nightmare,” shared a daily commuter.
With monsoon rainfall expected to intensify in days to come, the capital dwellers should gear up for bumpier ride. Apart from selling dream of four lane road project to capital denizens, the state government does not seem to have solution to the pathetic condition of NH 415. There was lot of expectation from new government but as of now, it looks like improvement of capital road is not on the priority list of state government.
Arunachal govt moves MHA for Defence Min’s objection to road
NEW DELHI, Jun 22: Arunachal Pradesh government has knocked the doors of the Union Home Ministry alleging discrimination at the hands of the Defence Ministry which had red-flagged its ambitious highway project connecting remote areas of the state.
During a recent meeting, which was attended by officials of the state government and representatives of Defence and Home Ministries, a senior Army officer raised objections to the alignment of the 1,500km trans-Arunachal Pradesh highway connecting Tawang with Vijoynagar.
The Army officer opined that the road would be too closer to the Sino-Indian border and sought changes, a suggestion that upset the state government, official sources said.
The state government alleged that the army was creating hurdles in its development project and pointed out that the Defence Ministry gave clearances to eight advance landing grounds (ALGs) near the border.
The construction for ALGs, at Mechuka, Zero and Tezu were being completed without informing the state government and the local administration.
However, the Ministry sources said that the infrastructure was being built for defence of the country for which required permission was taken from the state government.
Pasang Dorjee, an MLA from Arunachal Pradesh, said that "in the case of the highway, the army is putting hurdles. Instead of saying that the road should be closer to the border, like China did, the army is saying it should not be along the border."
Dorjee claimed that the land for the ALGs was given on a condition that it would be used for both military and civilian purposes. "Now, they are shutting the doors for us. When the Mechuka ALG was inaugurated, neither the state government nor the district administration was informed," he said.
Arunachal Pradesh Chief Minister Kalikho Pul will soon write a letter to Prime Minister Narendra Modi to lodge a protest against the Defence Ministry's "attitude", he said. Minister of State for Home Kiren Rijiju, who belongs to Arunachal Pradesh, said that he was informed about the development and would soon convene a meeting to sort out the differences.
The trans-Arunachal Highway is a planned mega two-lane highway project in Arunachal Pradesh. It extends from Tawang in the western part of the state to Vijoynagar in the east covering 1,559 km and touching eleven of the existing district headquarters. PTI
No decision on separate passport, flag for Nagas: Rijiju
New Delhi, Jun 22: Government on Wednesday denied having agreed to a proposal of Naga insurgent outfit NSCN-IM of granting separate passport and flag for Nagas saying peace talks with the group was still continuing.
"Government recognises the unique Naga history and is committed to it. Talks with NSCN-IM is going on. News of granting separate passport and flag are not true," Minister of State for Home Kiren Rijiju told reporters here.
Rijiju’s comments came in the wake of reports which suggested that the government has agreed to NSCN-IM’s proposal for separate passport and flag for Nagas.
With an aim of ending insurgency in Nagaland, government, had in August last year signed an accord with NSCN-IM which Prime Minister Narendra Modi described as a "historic" step to usher in peace in the state.
The pact was signed in the presence of the Prime Minister, Home Minister Rajnath Singh and National Security Adviser Ajit Doval by the outfits leader T Muivah and governments interlocutor R N Ravi at the PM’s residence here.
The signing of the pact came after over 80 rounds of negotiations that spanned 16 years with first breakthrough in 1997 when the ceasefire agreement was sealed.
While National Socialist Council of Nagaland (Isaac-Muivah) is the biggest Naga rebel group which has been maintaining the ceasefire, another faction led by S S Khaplang continues to indulge in violence and was believed to be behind the deadly attack on army in Manipur in June 2015 that left 18 soldiers dead and 18 injured. AE clarifies on power supply, ADC says employees absent

PASIGHAT, June 22: Responding to the news item published recently regarding locking of electrical sub-division office by PRI leaders due to prolonged power failure at Mariyang town; the AE Obang Yirang has come up with a clarification, which is unlikely to placate the already agitated consumers.
He said that ASM Chairperson Yanggo Tayeng locked up the office after he visited the office at 6.30 in the morning, which is not a working hour.
After the intervention of the ADC, the office was unlocked.
The AE said that power supply was snapped for three days due to breakdown of Jengging Hydel and that he had to leave the station to attend to medical emergency. He further said that ASM Chairperson should have cooperated and assisted the department instead of locking it up.
Meanwhile, when contacted ADC Mariyang, Ranpok Perme said that power supply was interrupted because of problems at Jengging Hydel from June 6th to 8th.
ADC adds, “But on my visit to the office at around 10.30 am, there was no AE/JE available and very often negligence of duties has been seen from staffs and officials of the division”.
Drowned persons still untraceable
Association demands services of NDRF
ITANAGAR, Jun 22: Dollungmukh Area Youth Association (DAYA) urged the State Government to rope in the services of NDRF, disaster management team and para military forces to trace the bodies of two missing persons, who are suspected to have drowned in Subansiri near NHPC’s construction site.
Four days have passed since the incident. But the bodies of the drowned persons are yet to be traced, lamented DAYA.
Meanwhile, a local social worker has lodged an complaint against the Executive Director of NHPC’s Subansiri Lower Project at Dollungmukh Police Station accusing him of committing negligence in ensuring safety of life at the project site.
“The incident is not the first such case in the area and such incidents happened earlier too,” the complaint claimed, and held the Executive Director of the project responsible for the incident as he failed to erect any warning board/caution notice in such dangerous location.
They further alleged the ED of showing indifferent attitude in initiating search operation and extending any cooperation to the bereaved families.
Congress and BJP can’t rise without Nehru-Gandhi family: APCC
ITANAGAR, Jun 22: Congress as well as Bharatiya Janata Party (BJP) can’t rise without Nehru-Gandhi family, opined Arunachal Pradesh Congress Committee (APCC).
Terming the statement made by BJP’s National Secretary and North East in-charge Ram Madhav that downfall of the Congress Party was because of Nehru-Gandhi family as unfortunate, APCC stated that whatever the BJP has achieved today is because of Maneka Gandhi and Varun Gandhi.
Madhav, who was a former RSS Spokesperson, would not have made such comment if he had knowledge about the history of Indian politics, APCC said.
Taking a dig at BJP led NDA government at Centre; APCC said that all the national flagship programmes announced by Prime Minister Narendra Modi are only a replica of same programme initiated earlier by the UPA Government.
“Changing the names of the schemes by the ruling Central Govt. is nothing but an act of befooling the people,” APCC said.

GoAP urged to take stringent steps to stop Paris Polyphylla extraction
ITANAGAR, Jun 22: Expressing concern over the illegal extraction of Paris Polyphylla and other endangered flora and fauna from the Moualing National Park, the Adi Among Autonomous Kebang (AAAK) has on Wednesday appealed to the state government and the Department of Forest in particular, to take stringent steps to check it.
The AAAK, has in a meeting of its executive members at Pasighat office on Monday said that every year tons of Paris Pollyphylla are reportedly extracted from the park which has increased the risk of extinction of various species.
Urging the Chief Minister to initiate early steps for establishing more check gates with sufficient man power and utilities at remote area, the Kebang further demanded immediate transfer of officials posted at Jengging Division, claiming that most of them rarely stay at their posting place.
Hundreds take part in IYD celebrations across the state
ITANAGAR, Jun 22: Over 400 students, officials and general public took part in the International Day of Yoga celebrations conducted by the Nani Sala Foundation at Abotani Vidya Niketan, Naharlagun on Jun 21.
Addressing the participants on the occasion, Abotani Vidya Niketan, Chairman, Tai Tagak exhorted them to practice yoga and incorporate it in their day to day life for better health. He said that yoga embodies unity of mind, body and promote harmony amongst man and nature.
Consultant, Yoga and Naturopathy, B. Mahanta, Nani Sala Foundation Chairman, Nani Kojin and Arunachal Siksa Vikas Samiti Secretary, Nabam Ruja also spoke on the occasion.
The Day was also celebrated by the state headquarters, Bharat Scouts and Guides at its state training centre, Naharlagun. 40 Scouts and Guides from D-Sector, UP School and GHSS Polo Colony alongwith 4 visitors from Uttar Pradesh state headquarters took part in the celebrations.
Yoga Instructor from KV No.1, Tara Nyompu demonstrated various asana and pranayamas. Explaining the benefits of Yoga, he appealed to all to practice Yoga at least once in a day for a healthy life.
The Sports Authority of Arunachal in association with Kaivalyadhama Yoga Institute (represented through Vivekananda Centre of Human Excellence) also celebrated the day at Roing, Dibang Valley district.
Rajya Sabha member, Mukut Mithi, Parliamentary Secretary for Sports and Youth Affairs, Mutchu Mithi, Sports Authority of Arunachal, Chairman, Gora Makik, Sports and Youth Affairs Secretary, Dani Salu along with Lower Dibang Valley DC, Ravi Dhawan and other HoDs besides, representative from Kaivalyadhama Yoga Institute, Dr. S.D. Pathak were also present on the occasion.
Later, a syllabus for starting Certificate Course in Yoga under the technical assistance from Kaivalyadhama AP unit, was also launched which is aimed at training the state’s youths to generate avenues for self employment.
The Don Bosco Youth Centre, Itanagar in collaboration with Art of Living, Itanagar and Donyi Polo Vidya Bhavan also celebrated the day with special yoga session and cultural exchange programme.
The yoga session was followed by a brief talk on Mind Education by Rev. Hyeonyong Choi, International Mind Education Specialist from South Korea, who is on a visit to Itanagar with a group of eight volunteers to spread the concept of Mind Education.
Experience with truth

Once, when I was returning to Guwahati from Bangalore carrying fond memories of my journey I came across an unknown person, who clearly was distressed. Outwardly, as he seemed to be honest person, I slowly approached and communicated with him effectively in Assamese. He reciprocated with relaxed mood and introduced himself as Mr. Denoy Das.
After passing two stations during our journey, suddenly he began to narrate a story of his life in jail. This was his unforgettable incident.
The incident occurred in 1998 when he was thirty years of age. He was falsely implicated for drug trafficking and kept in solitary confinement. The man spent four years in jail without trial. When his bail applications came up before the District Magistrate, it was denied every time without hearing.
His relatives informed him that the only solace was to file a complaint with the higher authority, but the man was unwilling to do so as he thought that ‘patience is a virtue’ he needed to maintain his morality.
As the man described, the prison cell was a small room packed with eight inmates with worms-eaten blankets. There were no lighting system and ventilation. Health of Mr. Das was deteriorating. His hair was full of insects and his skin was red and blotchy due to insect’s bites. During his jail term, he had lost several pounds and his cheeks had sunken. With lifeless eyes his face looked tired. Sometimes he suffered from diarrhea caused by the terrible jail foodstuff.
One day, a kind-hearted Sub-Inspector, who was associated with Health Centre and used to work for the rehabilitation of drug addicts, called the man to his chamber. As an experienced police personnel, the officer delivered lecture for two hours on ill effect of drug. The police officer told that there had been several instances of students and young addicts indulging in criminal activities to pay for their addictions. The drug addicts were shaped by their bad habit, unmindful of morality, laws and responsibilities which was dangerous, the police officer further said. The officer advised the man-in-jail to maintain honesty and live a decent life. Mr Das folded his hands and promised to carry the message when he would be in touch with the people after his jail term.
After completing his jail term, Mr Das started his campaign against drugs abuse and trafficking as per the advice of the police officer.
This was a story of indomitable spirit shown by Mr Das who dared to change his society.
For many, it may be an unworthy experience to be told, but for me, increasing graph of drug abuse in some parts of Arunachal Pradesh and young addicts gradually turning to crimes under the influence of narcotic substances is a cause of concern. We have to ponder upon it before the drug abuse poses threat to entire young generation. (The contributor is a retired Principal, Chongkham)
Sensitization meeting on COPTA 2003
ITANAGAR, Jun 22: A sensitization meeting of the enforcement and flying squad members on Cigarette and Other Tobacco product Act (COPTA) 2003 was held on Wednesday at conference hall of DC, Yupia. Deputy Commissioner Papum Pare Pooja Jain emphasized on strict enforcement of provisions made under COPTA with special focus on schools, youths and places where tobacco products are sold without permission. She also said that flying squad is authorized to check and penalize the offenders under COPTA. She also added that every flying squad must make field visits to all vulnerable areas to sensitize people on harmful effects of tobacco products and its impact on society.
Deputy Commissioner Capital Complex Sandeep Kumar Singh, who was also present on the meeting, said that Medical Officer In-charge of respective areas must take initiative to take first hand information on ground realities of respective jurisdictions with the help of local police and Bazaar Welfare Committees and submit report to DTCC Yupia once in a month.
After assessing the report, enforcement squad will take up measures to enforce COPTA 2003, he added.
Dr. B. Natung, SPO (NTCP) also stressed that co-operation of market welfare committees on enforcement of COPTA is very important in coordination with magistrate, police and local traders. He also suggested for integrating the service of Churches to create more awareness on harmful effects of tobacco products.

30000 fingerlings to be released under river ranching prog
KHONSA, Jun 22: The Nocte Apex Body (NAB) embarked on a social river ranching programme in Tirap, under which 30,000 fingerlings will be released into major rivers/reservoirs.
A meeting was held in this connection here on June 21 to discuss modalities for implementation of the programme, wherein several resolutions were adopted.
It resolved to release 10,000 fingerlings in the first phase on June 29 at Bogapani hanging bridge point, Tirath Tessa Chi, Chithamlo, Sihthong, Chenkho and Tirath Hydel point covering Borduria, Pullung, Lindongthong, New and Old Paniduria, Noksa, Tupi, Lothong and Lapnan villages.
Out of the 30,000 fingerlings, the DFDO and NAB will contribute 10,000 each. Borduria village will contribute 3000 and rest seven villages will contribute 1000 each, the meeting resolved.
The meeting further resolved to ban fishing in any form other than traditional longtakphey method from Tiratjoh Hydel point to Tinkam Sih for which the project coordination committee will approach the district administration to issue an executive order to this effect. Violators would be imposed fine.

SLSC lift 49th Dree Football Trophy
ITANAGAR, Jun 22: Sojang Lapang Sports Club (SLSC) lifted the 49th Central Dree Football Tournament’s championship trophy defeating Hari Sports Club (HSC) 3-0 in the final match at Dree Ground, Ziro.
The game was evenly poised until 27th minutes when Rubu Tare scored for his club SLSC.
Millo Tarung added two more goals for SLSC in the second half.
The winning team was awarded cash prize of Rs. 1 Lakh along with the coveted trophy.
Runners up HSC was awarded cash prize of Rs.50,000 along with a trophy.
SLSC’s Millo Tarung won the ‘best player’ of the tournament award. Tage Mali (SLSC) was adjudged the best goalkeeper while Mihin Pullo of the same club became the highest scorer.
SLSC’s Tage Kano received the Best Team Coach award.
Hage Genda and Padi Millo of HSC won the awards for “Emerging Player of the Year” and “Best Defender” respectively.
Besides, second Runner Up Diibo Sports Club (DSC) also received the ‘Fair Play Team Award. Koj Halley of DSC was chosen as the best Team Manager.
The prizes were given away by Lower Subansiri Deputy Commissioner Kemo Lollen and other dignitaries.
CDFC vice chairman Tage Habung lowered the tournament’s flag marking the end of 49th Central Dree Football Tournament.
In Dree Football Tournament conducted by Capital Complex Dree Festival Celebration Committee (CCDFCC), Kipu FC (KFC) and Kime Pakka FC (KPFC) on Wednesday entered into the final in the senior and junior category respectively.
Kipu FC defeated Tajung Tana FC by solitary goal in the 2nd semi-final of the junior category played at DNGC ground on Wednesday.
The all important goal was scored by Tage Hangu in 55th minute. Later, he was adjudged the Man of the Match.
Kipu FC will face Ziro United FC in the final on June 24.
In the senior category, Kime Pakka FC (KPFC) reached the final defeating Tanw United FC (TUFC) 1-0.
Hage Taka of KPFC scored the goal in 9th minute which ultimately turned out to be the match winner.
Taka was declared the Man of the Match for his all round performance.
KPFC will take on Being Friends FC in the final on 24 June.
Upper Miao Football Club lifts Summer Cup
MIAO, Jun 22: Upper Miao Football Club (UMFC) won the Summer Cup Football Tournament beating Songkung Village in the final at General Ground here on Wednesday.
The winner and runners up teams were given cash prizes and medals to the players along with trophies.
Altogether, eight teams were in the fray for the knockout tournament which was organized by Upper Miao Football Club from June 8.

ITANAGAR, June 22: Heavy down pour has disrupted water supply line of Karsingsa Complex and RWD Colony Karsingsa. The restoration work is on. However, it may take atleast a week before the water supply is restored, said department in a release.
Nine temporary huts in reserve forest demolished
ITANAGAR, Jun 22: The forest officials led by Divisional Forest Officer, Namsai Forest Division R Riba with help of district administrations and police on Wednesday demolished 9 more temporary huts at Kathalbari falling under Tengapani Rserve Forest and Diyun Reserve Forest.
Out of the seven huts demolished five belonged to Moran community and two belonged to Chakma community. The encroachers were asked to vacate the area immediately failing which stern action will be initiated.
Similar drive was conducted on June 18 under the provision of Arunachal Pradesh (Ejectment of unauthorized person from Reserved Forest) Rule 2013.
The reclamation of the forest land by way of eviction has been done to protect the Govt. property, natural resources and in the larger interest of conservation, said a statement.
DC orders inquiry against poor quality bridge, road
PANGIN, Jun 22: Expressing displeasure at the poor pace and lack of quality of bridge and road projects being carried out by Public Works Department, Boleng, Siang Deputy Commissioner Rahul Singh has ordered an inquiry by expert committee against the executing agency.
After reviewing the progress of various construction activities, Singh observed poor quality work in extension and improvement of Pangin Township Road, motor-able Suspension Bridge over River Siang at Sangam and road from Sangam to Pangin.
Six members expert committee comprises of T Jonnom (EAC) as Chairman and DD (UD), DPO, F&AO, AEs of RWD) and WRD. The committee has to submit its report within 15 days. DIPRO
IMFL seized from FPS
PASIGHAT, Jun 22: More than 100 bottles of Indian Made Foreign Liquor (IMFL) were seized from one Disembor Puri, who runs a grocery and a Fair Price Shop at Baskota, Pasighat.
The IMFL were seized during a raid conducted by Magistrate Philip Tayeng, Kingman Komut, Superintendent Tax & Excise and SI K.Apang along with Women Against Social Evils (WASE) team.
Puri confessed to the crime and informed the Police that he bought the IMFL from a wine shop in Pasighat.
The magistrate has sealed both of his grocery and Fair Price Shops.
According to WASE, the IMFL bottles were stored and being sold illegally. It urged the District Administration to take strict action against the wrong doers by cancelling the trading licenses of both the shops.
Pasighat deserves Smart City tag: Moyong
PASIGHAT, Jun 22: Pasighat has huge potential to get a place in the second phase to select top 27 smart cities, stated Pasighat MLA Kaling Moyong while chairing a consultative meeting on Smart City Project in Delhi on Wednesday. The meeting was attended by MEO Rahul Singh, Director of MSN Infra, Sudhir Malik, Director of PWC N. Murthy and Senior Architect of DDF Punit Bhardwaj.
The newly framed area based development and PAN City project report which includes City profile, visions and goal and prioritization of tourism for economic development would be submitted to the union Urban Development ministry at the end of June, informed Moyong in an official statement. While claiming that Pasighat deserves Smart City, the MLA stated that the centurion city has surplus land and vast scope for extension, modern and sustainable employment and revenue generations and promotion of tourism industry. Hostel of GHSS gets renovated
AALO, Jun 22: Much to the relief of the students of GHSS, Aalo, who have been deprived of hostel accommodation for last many years due to dilapidated hostel conditions, the renovation of Sipu hostel has been completed while, Girls’ hostel and Siyom hostel too are nearing completion.
Cemented desks and benches are also being constructed in all dining halls of the hostels. The renovation work has been carried out with the help of funds amounting to Rs. 2 crores, allocated by the Chief Minister, Kalikho Pul on an earlier occasion.
West Siang DC, Pige Ligu accompanied by Town Magistrate, PWD, EE, UD & Housing, Deputy Director, DLR&SO, DDMO, UPO and representatives of TK Engineering also inspected the school and stressed on strict maintenance of norms.
The team of officers also inspected the ALG besides, the newly constructed office building of Urban Development & Housing at Pakam, Indoor Stadium and Sports Complex at Darka besides, the ongoing Trans Arunachal Highway work. Flood water creates havoc at Nirjuli
ITANAGAR, Jun 22: Incessant rain triggered flood water created havoc at Aniya Village Nirjuli damaging retaining wall and kitchen of one Risso Kame recently. The flood water also swept away storehouse after small stream swelled. It is said that heavy earth-cutting and quarrying in upstream caused downstream damages, a release claimed.
Longding DUDA fund for 2015-16 approved
LONGDING, Jun 22: The executive committee meeting of District Urban Development Agency (DUDA), Longding on Wednesday approved the fund allocated for DUDA for the FY 2015-16.
Longding Deputy Commissioner Himanshu Gupta, who presided over the meeting, highlighted some issues that need to be taken up including efforts to link markets with SHGs through various website, training for FLC groups by DUDA through SBI, Longding, DPR for development of market.
He also suggested submitting realistic schemes by the SHGs so that SEP component of DAY-NULM can be initiated through proper channel.
The Branch Manager of SBI Longding assured all kinds of help for SEP component of DAY-NULM.
Earlier, State Mission Manager (FI&ME) Ravi Sharma highlighted on DAY-NULM to sensitize all the executive members about the scheme. He urged the SBI Branch Manager to personally take interest to sanction loan under SEP component of DAY –NULM.
Later in the evening, the SHGs attended a sensitization cum final literacy programme wherein Sharma highlighted about the Social Mobilization & Institutional Development component of DAY-NULM.
Community policing important: SP
PASIGHAT, Jun 22: The new Superintendent of Police of East Siang District Pranav Tayal has said importance would be given to community policing bridging the gap between the police and civilians.
The 2011 IPS officer who took charges as SP recently said this while interacting with the members of ABK and WASE. While appreciating their courage and efforts, he urged them to register their grievances fearlessly.
Meanwhile, in his first meeting with the officers of the department, SP Tayal instructed the officers to ensure public safety and focus on crime prevention and detection.
All available resources would be utilized to maintain safety, security, peace and tranquility in the society, he said. On traffic regulations, he opined that mindset needed to change first while adding the people should obey and respect traffic rules. DIPRO
HGB no more
ITANAGAR, Jun 22: Banderdewa HGB, Likha Meji has died after prolonged illness at his residence in Banderdewa on Jun 22.
Born in 1938 at Dem Village of Lower Subansiri district, Meji had earlier, in 1972 served as a watchman in the department of Forest and was later promoted to the post of Forest Guard in 1974. Union alleges violation of guidelines
ITANAGAR, June 22: All Arunachal Pradesh Poor People’s Forum has claimed that State Cooperative Apex Bank has violated the laid down guidelines while implementing National Schedule Tribe Finance Development Cooperation (NSTFDC) scheme for assistance to Horticulture, Agriculture, Piggery and Poultry etc in rural sectors. The union alleged that scheme was not awarded to genuine persons. The State Cooperative Apex Bank is the nodal agency to implement the scheme.
Anti-malaria Month
ITANAGAR, Jun 22: One day advocacy programme on vector borne diseases pertaining to “Anti-malaria Month” was organized at Zonal Malaria Office, Kimin on Tuesday. The programme was attended by head of the departments, medical officer in charge of CHC Kimin and PHC Kakoi along with staffs, ASHAs, Gaon Buras and public.
District Vector Born Disease Control Programme Officer Dr Tana Aruna dwelt at length about the vector borne diseases like Japanese Encephalitis, Chikunguniya with updates on line of treatment and diagnosis on Malaria. She urged all to be proactive especially the ASHAs and Gaon Buras to create more awareness among the villagers. Zonal Medical Officer Dr KM Lombi sensitized the mass on dengue, its sign and symptoms, laboratory diagnosis and preventive measure. The programme ended with open discussion and feedback from ASHA, Goan Bura, public and Vectors borne Stiffs. (DIPRO)

Don’t let agenda of governance get diluted
Days after going berserk against Reserve Bank of India (RBI) Governor Raghuram Rajan,
the controversial BJP MP Subramanian Swamy today targeted Chief Economic Adviser
Arvind Subramanian. Swamy in a series of tweets alleged that that Subramanian in
2013 had recommended US government to act against India through WTO over its pharmaceutical
IPR regulations. He also alleged Chief Economic Advisor of encouraging Congress to
block GST. Earlier due to Swamy's much publicized maligning campaign RBI Governor
decided to leave office at the end of his tenure.
Unlike in case of Rajan, the government today came out in support of Arvind Subramanian.
Finance Minister Arun Jaitley said Chief Economic Advisor has provided valuable insights
from time to time to the government. Swamy's public criticism of Rajan and the way
government allowed him to hound RBI Governor has hurt India's image across the globe.
Rajan is a well respected economist and has done good job despite global economic
turmoil. Now by targeting Chief Economic Advisor who was personally handpicked by
Prime Minister Narendra Modi, Swamy is again upping his ante. But the big question
is why he is doing all this and why government is giving him free hand? This whole
issue portrays Modi government in poor light. People are starting to wonder who is
running government, is it Modi or Swamy. Also critic believes that Swamy is acting
at the behest of Sangh Parivar with whom he has developed close ties over the year.
Whatever may be the reason but there is no doubt that Swamy is damaging image of
Modi government with his constant controversial remarks. His personalize attack on
Gandhi family has alienated Congress party thereby preventing any kind of cooperation
between BJP and Congress. Instead of becoming asset for party, Swamy is emerging
as big liability for BJP. The ruling party should control its rabble rousing group
and concentrate in governance.

Kudos to CM for medical college
Dear Editor,
With respect to article "medical college to be made functional by next year: CM"
published on 21/06/16,we the Arunachal Doctors in NEIGRIHMS would like to give a
big accolade to our Chief Minister for his tireless and visionary efforts to improve
the medical facilities in our state.
Even though being the largest state in North-East we don't have a single medical
college whereas our neighbouring state, Assam, has more than half a dozen functional
medical colleges. So we would like to appeal the public and concerned Departments
to co-operate with our chief minister to their fullest.
We would also like to request the concerned authorities to select faculty members
and other staffs with adequate qualifications and necessary experiences as necessitated
by the Medical Council of India (MCI), so that when we seek recognition from MCI
for both undergraduate and post-graduate seats in the future, we will be in rightful
condition to seek recognition.

Suspension as reward for hard work
Dear Editor,
Through your daily, I on behalf of teachers of Govt. Secondary School Riga want to
make some clarification regarding poor performance of students in CBSE X. In Riga
secondary school, there are still no Maths and English teachers and the Science teacher
was posted in the month of February 2016 only. In the mean time social science teachers
were teaching every subject. Before, February 2016 there were only 8 (eight) teachers
including 2 SSA teachers (Headmaster+ 5+ 2 SSA).
And coming to failing of students, no student has failed but they have been kept
in the panel of improvement by CBSE. Out of 26 students, 2 student need improvement
in single paper, 4 students in three papers and 20 students in two papers.
So in such condition, how much is society expecting from us? We also have limitations
of intelligence. Our headmaster is very old but he is sincere. He needs medical care
but perform his duty with sincerity, away from his family but what he gets in reward
is a 'Suspension'.

Towards a normal life
Dear Editor,
In every society there is a section of people who are physically disabled and mentally
not fit. These people are to suffer through their life and they are deprived of the
pleasure of enjoying a normal life. In order to encourage them Supreme Court directed
the center and all the state governments to provide 3% job reservation for disabled
person in all categories of government but if I am not wrong, in our state people
with disabilities have not got their due and denied the chance to compete in many
government services despite the framing of the person with disability (equal opportunities,
full participation) Act.
I would like to request all senior citizens and all head of government departments
to please look into the matter and do something good for them.

In support of functional or officiating appointments
Dear Editor,
This is in response to “Governor Decree mocked by depts., polarises officers” by
Amar Sangno (AT 19thjune’16). Despite extensive research & interaction with aggrieved
officers as claimed by the author, the article is unbalanced& farfetched because
functional or officiating appointments are not bad in itself provided senior most
officer, according to the gradation list is appointed. Even if there is no creation
of new posts, vacancy arises out of retirement, death etc. As Department Promotion
Committee (DPC) sittings do not take place for several years despite clear vacancy,
appointment of senior most officer (as incharge/officiating/functional)is sometime
the only option to run the office. There are departments whose Director is ‘Incharge’
(like Deptt of AH &Vety) because in spite of efforts by department, DPC sitting is
inordinately delayed for more than 2 (two) years. In the newly created districts,
while Deputy Commissioners are immediately posted, Posts of other department like
DDSE, DMO, DVO, DHO, DAO etc takes long time for creation thanks to the red tapism
in the secretariat. But because DC needs assistance of these HODs for running the
district administration, Officiating or functional appointments are made. This type
of arrangement benefits the govt as an officer at lower salary performs the duty
of a higher salaried officer. One last word, since the author has emphasised his
write up on engineering department, I presume with prejudice to none, most of aggrieved
officers, but not all of them, got promotion in the past through officiating route
only. It is doctor’s own medicine that they are treated with now!

Yoga unites, religion divides
Dear Editor,
Kudos to T. S. Karthik for his letter, "International yoga day" (TAT, Readers Forum,
June 21, 2016) for pointing out that yoga has, incorrectly, been tagged with religion.
Religion can spoil the very concept of yoga. Yoga is all about realizing the oneness
by tuning our body and mind with the cosmic spirit. The literal meaning of yoga is
to add. Whereas religion divides as it is forced willy-nilly to preach - 'Mine is
better than yours' to impress people. Sri Aurobindo in Letters on Yoga (page-137)
said, "The religious life may be the first approach to the spiritual, but very often
it is only a turning about in a round of rites, ceremonies and practices or set ideas
and forms without any issue". On being asked what was the difference between yoga
and religion, the Mother (Mirra Alfassa) said (Sunlit Path, page-23) , "Ah! my child
... it is as though you were asking me the difference between a dog and a cat !
Imagine someone who, in some way or the other, has heard of something like the Divine
or has a personal feeling that something of the kind exists, and begins to make all
sorts of efforts : efforts of will, of discipline, efforts of concentration, all
sorts of efforts to find the Divine, to discover what He is, to become acquainted
with Him and unite with Him. Then the person is doing yoga.
Now, if this person has noted down all the processes he has used and constructs a
fixed system, and sets up all that he has discovered as absolute laws - for example,
he says : the Divine is like this, to find the Divine you must do this, make this
particular gesture, take this attitude, perform this ceremony, and you must admit
that this is the truth, you must say, "I accept that this is the Truth and I fully
adhere to it; and your method is the only right one, the only one which exists" -
if all that is written down, organised, arranged into fixed laws and ceremonies,
it becomes a religion".

A letter to Chief Minister
Dear Editor,
Are you implementing Governor's order regarding functional, officiating and out of
turn promotions in true sense?
Why Govt could not take any action to non complying department. Everyone expect better
administration, better law and order, better development activities, corruption
free government and best state and obviously a best CM during your tenure.
So, I Hope you won't succumb to pressure from your cabinet colleagues. Stand tough
lest you are counted among weak and indecisive CM like many previous CM.
Hope and expect you implement Governor’s order immediately with your active initiation.
These are the root of corruption.
Hence, hampered development affect the work culture of govt servants and block the
employment opportunities.
